I was born with a craniofacial difference and a tumour in the right orbit. If I notice a person staring at me I smile first and wave or say hello. If that doesn't stop them then I stare at them back That usually makes them uncomfortable. But if that doesn't stop them I approach them as by that time it is rudeness.
